Taiwan BSMI Certification for Small Appliance Exports FAQ
A maker sent a first order to a Taiwanese distributor with a label designed for the wider region, and the distributor’s compliance officer stopped the goods because the label carried the wrong mark for Taiwan. The product was sound, but the market-specific route had been skipped. This FAQ explains the BSMI scheme, the mark that applies, how to place it on a label and what file a manufacturer must keep.
What is the Taiwan BSMI scheme for small appliances?
The BSMI scheme is Taiwan’s framework for the safety and conformity of regulated goods, administered by the Bureau of Standards, Metrology and Inspection. For a small appliance, the scheme requires the product to meet the applicable safety requirements and to carry the mark that corresponds to the route the product follows. The route may be a registration of product conformity or a declaration, depending on the product and the scheme in force, and each route carries its own evidence and its own mark. A maker that sells into Taiwan should identify the correct route for the product rather than assume that the requirements of a neighbouring market apply, because the scheme is national and the mark on the goods is what a buyer and an inspector will check.
What is the RPC mark and when is it required?
The RPC mark is the registration mark issued for products that follow the registration route under the BSMI scheme, and it signals that the product and the file behind it have satisfied the applicable requirements. It is required for the product categories that the scheme places on that route, while other products may follow a declaration route with a different mark and a different file. The mark is not decorative, because a distributor or a market inspector can ask to see the registration behind it, and a product that carries the mark without a valid registration is treated as non-compliant. A maker should confirm the route before the label is designed, because the choice of route decides which mark must appear and how much evidence must exist.
The Bureau of Standards, Metrology and Inspection in Taiwan administers the commodity inspection and registration schemes under which regulated electrical products must meet the applicable requirements and carry the corresponding mark before sale.
Is a regional mark from another Asian market valid in Taiwan?
No, a regional mark or the mark of another economy does not establish Taiwanese conformity, because Taiwan runs its own scheme and requires its own registration or declaration and its own mark. A product may meet the technical requirements of several economies, and the underlying standards are often similar, but the administrative route and the mark are decided by the market where the goods are placed. A supplier that prints a regional label assumes a compliance fact that has not been established for Taiwan, and the gap usually surfaces when the distributor or the retailer checks the goods. The safe approach is to treat each market as its own administrative task while reusing the shared technical evidence behind the product.
How should the BSMI mark be placed on a product label?
The mark must appear in the form and at the size the scheme requires, on the product or the packaging as applicable, and it must stay legible after the processes the product will see. The designer should reserve space for it during the artwork stage and check it against the surface where it will be printed, the colour contrast and the durability of the print, because a mark that is correct on paper can fail on a moulded part or a paper label that fades. Where the mark sits on a moulded part, the tooling must carry it at the right size and depth, and where it sits on the carton, the carton artwork must reserve it. Verification at the first-article stage prevents a shipment that is compliant in substance but rejected in appearance.
Taiwan’s Ministry of Economic Affairs oversees product safety and commodity inspection policy, and its inspectorate administers the schemes that manufacturers and importers must satisfy before regulated goods may be sold.
What file must a manufacturer keep for BSMI compliance?
A manufacturer should keep the evidence that shows the product followed the applicable route, including the test report behind the registration or the conformity statement behind a declaration, the mark artwork, the product identification and the records that link the model to the scheme. The file should be current, because a change to the power supply, the heater or the electronics can move the product outside the configuration that was assessed, and a buyer or an inspector who checks the file will look for that control. Keeping the file in one place with a version date makes it possible to answer a query quickly and makes the supplier easier to audit, which is itself a commercial advantage when a distributor is deciding whether to add a category.
