Exporting Small Appliances to Australia: RCM and MEPS FAQ
A brand owner arranged a first Australian listing with a strong safety file from another market, and the retailer halted the launch two weeks before the date because the equipment and the responsible supplier had not been registered, and the label carried a European mark rather than the Australian one. The product was sound; the registration was missing. This FAQ explains the compliance mark, the registration behind it, the duty it carries and how to plan a launch that holds its date.
What is the RCM mark and what does it show?
The Regulatory Compliance Mark is the single mark that shows a product meets the applicable requirements for the Australian market, including electrical safety and, where relevant, electromagnetic compatibility. It is the visible part of a compliance route that includes testing against the applicable standard and, for equipment within scope, a registration. The mark must be applied according to the rules for its use, at the right size and place, and it must not imply compliance with something the product does not meet. Because one mark covers several requirements, a maker should keep the supporting records for each one.
What is the EESS and who must register?
The Electrical Equipment Safety System is the framework that sets registration obligations for in-scope electrical equipment, and the responsible supplier must register the equipment and the supplier in the national database before the product is supplied. The registration names a party who carries a legal duty for the product in the market, which is why an offshore factory usually cannot be the responsible supplier on its own. The importer, the brand owner or a local representative typically takes that role. Exporters should confirm the scope of their product class and identify the responsible supplier before promising a launch date.
The Electrical Equipment Safety System describes the registration obligations that apply to in-scope equipment and the role of the responsible supplier, who must register in the national system before the equipment is supplied in the market.
Who is the responsible supplier in the Australian market?
The responsible supplier is the party that registers the equipment, accepts a legal duty for its safety in the market and keeps the records that prove the basis of the compliance claims. Because the duty outlives the first sale, the responsible supplier can be asked to demonstrate the basis of the mark even after the product is on the shelf. An exporter that plans to sell through a retailer should agree who will take this role early, because a registration without a named duty holder cannot clear the listing. Keeping a tidy technical file makes answering that duty a quick lookup rather than a scramble.
When does MEPS apply to a small appliance?
The minimum energy performance standards apply to the product classes that are within their scope, so a small appliance may or may not be covered depending on the class, and an exporter should check the scope rather than assume. Where a model is in scope, it must meet the energy requirement and be registered on the energy system before an energy claim is made. A claim that is not backed by a registration is a liability rather than a selling point. Confirming the scope at the design stage lets a maker plan the registration and the evidence it needs without delaying the launch.
How should an exporter plan an Australian launch?
The route is a sequence: confirm the scope and the applicable safety standard, test to the standard, register the equipment and the responsible supplier, and apply the mark correctly before the first sale, adding the energy registration where the class is in scope. For a range, group the models by route so that certification cost follows the sales it protects, and keep records that trace every claim to a test report or a registration. Placing this sequence at the start of the project rather than at the end is what lets a dated retail promotion keep its date.
